Thanks! EFR helped a lot with animation. But I could not work with the cape. I tried to add a bone but got strange position of the torso or legs. Sometimes it was fixed with selecting JOIN between the torso and cape. I guess a short tutorial about working with cape would help many people.

I'm having this issue in which once I rig the mini figure, when I try to rotate certain parts of the body (arms, legs) the whole body seems to rotate with it. Any solutions on how to avoid this?
