Not exactly. The bacteria was in the facility, not the sea dragons. Sea dragon eggs were also in the same facility. Said dragon eggs had been basically stolen, so the parents (or one anyway) came skull-bashing their way in, dealing so much damage in the process to the facility that the bacteria was also released in the process.
