The easiest way it was explained to me were two ants on a rubberband with the ants being galaxy clusters, them moving being their speed, the banding being space, and the stretching of the band being the rate of expansion. The ants never move any faster, but the space (band) stretching gives the appears of breaking the light constantly, but the space is not moving, it’s just expanding (stretching)
