It appears that they were sending a couple of flight attendants to another location to work on another flight. This happens on ALL airlines because if it didn't then flights wouldn't leave on time and they didn't lie, there is a priority in non-revenue travel and the lady who had to give up her seat already knew that because that is part of their orientation. Even though it was nice of you to try and give her your seat that would have put the airline in a very difficult situation because you would assume her "non-revenue" ticket so you would be subject to the same treatment should they need your seat on the next flight...and they wouldn't want to put you, as a paying passenger, in that type of situation. Please keep in mind the all Southwest employees know about this so she knew what could possibly happen. As for the "tough guy" part you spoke of, if that actually happened then he should be reprimanded.
