Yes, the state of Virginia really does put these up. They are all over the place on Intestates throughout the state, but the state does not even use helicopters to enforce the speed limit anymore.

Yep, I once got booked by the Air Wing in Western Australia. In the 1980s. They painted lines on the road and timed you over a distance. Then they radioed a patrol car who pulled you over.

That sign goes with some rather obvious white lines across the road in question. All they need is a stopwatch. No radar or lidar so no warning. Not as common as back in the day but I've seen such a sign in Wisconsin days ago.
