I may know and don't think anyone said this yet, but in Red Head Detention you can get 12/10 minikits. 12/10 doesn't register as 10/10 making you incapable of 100% and hardlocked. But you can stop it by exiting the level before you finish it.

I think I might know what your problem is. If you've used the cheat code to unlock the hulkbuster, custom m will be locked, resulting in the game saying 99.9 percent. If you have, I have a solution to get the 100% trophy/achievement. Complete the rebooted resuited level in story mode. The 100% trophy will pop up. The game will still say 99.9% though. Hope this helps :)

you might have already completed it 100%, but there could be multiple reasons as to why.

In order to complete the full game on a 100% *1st you have to make sure to purchase every boat, car, motorcycle or helicopter in order to complete the game *2nd if for some reason you've got 12 or 11 miniskits instead of just 10, go back to that level don't get any minikits, save the game and get out of that level ... in my case I got 12 minikits in Juggernauts and Crosses and as you may know is just 10 ... so get to the story either as free play or story mode and get out right after you are being dropped into the story.

Make sure that you buy all of the vehicles too. Mine was just officially 100% after that happens.

That happened to me, you just have to purchase all the vehicles from the spawner. But you have to go to 1 car spawner, 1 boat spawner and 1 plane/helicopter spawner.

If this happens go into any level, in story mode, and exit and save immediately after you’ve been dropped in.

Hulkbuster is not the problem but you have to buy every vehicle and there are just 2 Terminals in the whole game where you can also biy boats so when you buy the last boat youll have it

You have to fly over the ocean until you find it

If someone struggles here are some tips that maybe could help: Buy every vechile, every character and if you used a cheat code for hulk buster and the procentage is stuck on 99.9, then go into the level where iron man suits up with captain america IN story mode. After you completed that level you should get the last achievement, but in-game it will still say 99.9% I hope it works for you!

Oh i noticed after i did the last race that you didn’t unlocked 100% you can close and reopen the game to take a look to all the levels, hope you will get it

I had this and I had just forgotten the boat vehicles. Check Car, Boat and air vehicles

It's a purchasable boat just had to one of the things that spawn vehicles but make sure you do it by the ocean
