I agree with your first position. If a character does something crappy, it should be shown in a negative light in the story either by other characters calling it out, and/or by the character suffering the consequences of the crappy action.

Luffy is an idiot. However a lot of the time he just doesn't see it. In the case for a lot of his risks is that Luffy believes some things are worth risking your life or dying for.
