It's no secret that Bill did drugs for football. It's even implied that Hank took them back in the day. Hank says that when you didn't feel your best the coach would give you "Go Pills" and you felt like you could take on the Cowboys. Boomhauer is the only one who seemed to know the pills were horse crank. If there was drugging going on, it was the school doing it. I think Hank and Bill just trusted that the pills were vitamins or something. Any lie would do for someone so unquestionably trusting as Hank, and if Hank did it, Bill would too. I really don't think Hank's hard "no drugs" stance developed in his adulthood.

Steroids weren’t considered cheating when Bill was in high school. It was actually pretty common for the family doc to prescribe dianabol to a skinny kid who wanted to go out for football. Which we now know is insane, but Bill definitely wouldn’t be plagued by a guilty conscience because there’s nothing for him to feel guilty about even if he probably did do steroids

Honestly a good theory. The only/main thing that I can think of that goes against the theory, is that when Bill actually got on steroids (in episode 11 of the 11th season) where he had to get in shape, he knew nothing about them when he was talking to the steroid pusher at the supplement store. He couldn't guess why the supplement salesman was so jacked. You could say he was being unassuming but he really does seem dumbfounded. After they actually start working out together/doing roids together, there's never a moment of Bill saying he'd done them before or knew about them. I think the coach might've slipped him speed for sure though.
