"Yes" can be the only answer. The Doctor is not a robot. He has feelings. He changes appearance, but not his feelings and thoughts, though the Twelfth Doctor was stricter than the Tenth-Tennant. He had a family and regrets losing it, so he has feelings and can fall in love like with River. Those who can feel can love, though there are four Greek types of love.

When you say "love" people normally think about romantic love, friendship love or something like that, but I think some kinds of love are so pure that we can't explain.

I think the doctor did love rose beacuse on the beach when the doctor giver her his clone she kisses the clone and the clone kisses back and we know that the clone has the same mind/thoughts as the actual doctor.

I still feel like Rose is directly responsible for the 10 he turned out to be. I believe he and she truly loved each other in a way none of us can explain. Not only that but I guarantee she made 10 more human than the other Doctors.

Obviously he loved her. After she had left the Doctor would always mention her. He never forgot her and was basically obsessed with her for a while.

If we consider bts and books and the cast/crew comments then it was certainly a love story in the mind of writers. The level of romance is up to interpretation.

I love Rose Tyler. I actually started watching this because I saw Billie Piper and thought she was hot so figured I’d give it a shot. Glad I did because this is my favorite show of all time!
