Another good point about the c4 readiness rating to make is that it's part of the military's task to have the units prepared for war. The military, in part, need to find a way to improve their rating without breaking the bank. Although you could counter argue that improving them with such fiscal constraints would require a much larger reorganizing of the armed forces which in turn could end up costing money. I believe the answer to that would be partially in reorganization and re-tasking of the armed forces (such as outfitting the military with newer technology) but also recognizing the fact (as C.J. said) that were not under the threat of a country that can't bake bread.

2:43 is the moment he realized he mistook a lioness for a kitten. It's also the moment when you knew C.J. was going to make a great Chief of Staff when she was tapped for it. That's a Leo-level dunk she just laid down, even before she went nuclear with the False Valor threat.
