Yes, people knew about allegations. Very few people actually knew whether there was any truth to it. People didn't dare try to speak about it because Savile was in a position of power and could very easily suppress anything they had to say.

As somebody else said on here, they didn’t have hard evidence to out him.... but they did their bit by saying what they did, they put it into the conscious of the audience, they knew what they were doing!
