I think it should be noted that Vegeta destroyed a planet (and its moon) as a passing fancy with no effort. Literally a two finger blast.  Cracked a joke about it right after as if he had spent almost no energy on it.

About Cell capable of destroying solar system, many people said that it's just a bluff since he never destroyed one and his kamehameha only made a giant crater when it collides with Gohan's kamehameha. Doc, May I listen to your explanation about this? Thanks.

Plot Induced Stupidity happens in every type of fiction, especially in comics (specifically Marvel/DC).

toriyama shot himself and his fans in the foot when he said power levels didnt matter. what he should of said is that characters within that world cant rely solely on knowing someones power level. but power levels do matter. they always have and always will. 

I think they avoid blowing up planets with normal ki blasts and stuff because they can control their ki to a limit or else majin vegeta's self destruction would've blown up the solar system.
