Negan was actually a pretty merciful villain in comparison to what Rick did to his people. Rick did nothing to initiate The Governor in wanting to destroy them. He only attacked to get a captured Glenn, and Maggie back. The Terminus crew was going to eat the group with no initial violence by Rick. Shane to me was more antihero than villain. The Whisperers, and Commonwealth were ready to destroy the whole group with a herd, and enslave entire communities to serve their purpose respectively .
