My guess is that they cant have cookies teleport (except in special cases, like if you drop a cookie into the port theyll teleport back to their last known location) because then each cookie might glitch and get teleported to a different location than they can be in (since theyre on a soace they cant be in) so its simpler just to have them walk over the water into a valid position than it would be to implement a teleportation system (especially with buildings and structures and other water sources in the way. )
