I don't think it's weak, I think it's as strong as Darkstalkers since he and clearsight see multiple futures and she said depending on who wins the future, as if she knew both outcomes. I just think she has a hard time conveying what she's trying to say to others cause of the way she acts and speaks

It's curious how she says "only one of us will, depending on who looses the future." Which makea it sound like she had an equal chance of seeing Foeslayer as opposed to darkstalker. My only guess to this is- she knew that if she and arctic had made it back to the ice kingdom before darkstalker interfered, queen diamond would have kept her promise and let Foeslayer go, meaning whiteout may have had a chance to see her again in the ice kingdom. But that ALSO implies that something would have had to darkstalker to prevent him from ever seeing her again- because, as whiteout said, only ONE of them would be reunited with Foeslayer. Idk if this means, somehow in this alternate timeline arctic kills darkstalker so he cant be stopped from returning to the ice kingdom, or if foeslayer decided she never wanted to see her son again once she, whiteout and arctic were reunited in the ice kingdom. Interesting thought experiment.

I believe there is a canon theory that whiteout has the same powers as darkstalker, just "deeper inside"

Here’s a weird theory, what if she saw the visions that were GUARANTIED rather than POSSIBLE? Darkstalker and Clearsight both had powerful future sight, but neither of them were able to see what happened until the very end.

I’m pretty sure Tui confirmed that Whiteout just have very weak powers
