In Ireland where we eat a lot of potatoes to say the least, we find that whole potatoes with some soil/earth/dirt store better than washed potatoes, I agree with the burlap sack though.

This is all good except for the part where the potatoes aren't PEELED before canning. According to the National Center for Home Food Preservation, PEELING the potatoes is absolutely essential because the bacteria Clostridium botulinum, which occurs naturally in soil is likely to be on the peel. For this reason, potatoes that are to be canned must be peeled and washed in several changes of fresh water, then blanched and packed hot into the jars for pressure canning. Never skip the PEELING.

Best way to store potatoes is to put hay on the ground put a bunch of potatoes down then cover with more hay then dirt then more hay and more potatoes keep layering like this until your out of potatoes we used to store them this way on the farm. And any time we wanted potatoes we'd just dig up what we needed.

I understand leave dirt on potatoes and spread out not touching each other in a cool place cover with hay or straw and keep layering upwards in a dark place
