I can see why it was cut. Firstly you don't want to be introducing a major new sonic ability in a "throwaway" moment like this and distract from the dramatic focus of Donna and the spaceship, it was far better to introduce the feature in a situation that focusses more specifically on this never before seen ability, and secondly, why would the Doctor be doing this right in front of the general public and why aren't the public reacting to this hologram being drawn in the air in front of them?
