If there is a former technician who saw it, and potentially knows where they are, could he purchase it as a proxy on the BBC's or the fans behalf and be re-enbursed/ payed in real time for doing so? Then send them to the BBC archive or the restoration team, etc. ??

You say they are known to exist but then at the end you say they may not. It is more proper to say that an episode of The Web of Fear is known to exist but is unlikely to get because the private collector who has it refused to return it to the BBC.
