The best, fastest and easiest way is to get the parachute on the ground near the tower. It will bring you to the top and the mission will start straight away. :-)

there is a parachute on the ground just up the top of the stairs you walk up from the street, it says to click the right button on the D pad to start parachuting. takes you to the top and starts the mission for you!

Uhh just so everyone knows, the Vespucci Helipad is literally down the street from the Maze Bank. Even if you haven't purchased it, there's still a helicopter there that you can take.

Pull up your legend in the pause screen and move your cursor around until you come across the Vespucci Helipad. It's really not that hard to find. It's literally down the street from it in the game.
