That was what Nurfed used to look like way back in the day. Not sure what HUD he coded in for it or if he made one himself.

Head to the site I gave you, it's got all kinds of instructions and answers for questions like that. Simple answer is, unzip the mods I suggested into your C:\Program Files\World of Warcraft\Interface\AddOns directory.

That was Nurfed. It's still around, but I'd recommend using Bartender these days. A simple, low memory ui would be Bartender with Ag_UnitFrames and FuBar. You can get them all at wowace com. They've got quite a few mods, but those three will give you a UI you can load with as many spells as you like.
