With the 'W' it depends how you define faster. The circle that it makes around you is completed in the same amount of time, but since they are farther away from you they need to cover more distance and hence have to move faster to complete the circle in the same time frame.

The stars' rotational speed stays the same when he activates his W. This means it takes the same time interval for his stars to orbit him. It only seems to be faster because the linear speed has increased to accommodate stars moving at the same rotational velocity around a larger orbit.
