[SOLUTION] You need to turn OFF your anti-virus (whatever anti-virus you have). This worked for me.

try to close other programs when opening it and restart, if it wont help search in youtube how to fix bo3 ..... not opening

I don't have any 3rd party anti virus software installed, and It's asking me to load with safe mode, but either if I click "Yes," or "no" it just freezes up, I don't even get to the loading screen...
