I believe instead of Gaster calling Spamton, it was the other way around. However, Spamton tries to call them a bit after everything began falling down, to try and fix the situation. But Gaster is gone, and the hole in the world he made was filled in with new information- Gaster's phone number became Frisk's phone number. After hearing that it's not him (cuz no garbage noise), he tries to cover it up. And the wrong number song I believe is one of the things that came out of Spamton's rapidly deteriorating state of mind.

That makes alor of sense cause he was scattered around time and space where he can go to other timelines or dimensions like deltarune which this makes alot of sense

It has to be the other way around, because as far as we can tell, Gaster is the only one of the two who speaks in all caps. Gaster wouldn't use proper capitalization like this.
