Actually no G-Man made sense since he was supposed to have had lost track of Gordon at the start of Ep.1 all the way to about the mid point of Ep.2 when he he finds you again and is unimpeded by the vortigaunts.

He has become infected by Valve syndrome. He can't count to 3.
