@TheAgentlynx The wheat tiles are the ones with streams going through them (higher probability hexes have more streams). Cities and settlements both divert water from the streams to irrigate crops. Settlements have a single x*x crop shielded by fences, where x is the number of pips beneath the number for that tile. Cities have 2 x*x crops inside a glass greenhouse. I'm sad you missed them :(
