Yep! It's about the 1991 yogurt shop murders, which happened around the time Will Sheff was coming of age in that area. It was never solved, so maybe this is his way of making sense of things.

It was solved though, and that's one reason he was so inspired to write the song. Because it was such a terrible thing, he imagined the culprits to look like the most evil, vile, most disgusting people on the planet. But when he saw their faces, they looked like some normal dudes...which is where the "evil don't look like anything" line comes into play. I'd post the interview where Sheff mentioned it, but I'm lazy.
