Mufti Tariq Masood is a qualified Islamic scholar. He pursued an intensive full-time study of the classical disciplines of Islamic learning (known as Dars-e-Nizami) and was awarded formal certifications as an ‘Alim’ certifying him to teach the disciplines of Qur’an, Tafsir, Hadith, Arabic Grammar & Linguistics, Beliefs & Creed, and Islamic Law & Legal Theory (Fiqh & Usul).
He completed his Takhasus fil Fiqh from Jamia Tur Rasheed and was formally certified as “Mufti” (Authorization to give Fatwah – (Legal Opinion))
He is involved in teaching the classic Islamic learning (Dars e Nizami) and working in Darul Iftah since past 13 years at Jamia Tur Rasheed. He wrote articles and has been answering fiqhi masail in one of the famous Islamic News Paper for five years. He is also an Imam at Masjid Alfalaiyah – Karachi. He regularly deliver talks (Bayanaat) and offer short Islamic courses for every age group and both men & women.

I think upper lip is permissible it doesn't change the look facial features and all but shaping eyebrows changes look and shape of the eyebrows itself so it's not permitted
