Rayquaza is said to spend most of his time in the Ozone layer, which is about 30,000 meters up. Assuming the height of a lion to be 1 meter tall, it would take a lion ladder of 30,000 lions to make it to the ozone. But now, ignoring the impossibility of lions being smart and cooperative enough  to do this in the first place, the lion  on the ground has to sustain the weight of the 29,999 lions standing on their shoulders, which will definitely kill them. They also have to try to balance all of the lions on top of him with immense precision, or else the entire thing will crumble and kill those 30,00 lions. Not to mention the wind speeds at heights they go to, and the lack of oxygen. They won't even be able to go halfway to Rayquaza before passing out due to lack of oxygen.
